 Yes. Using your phone while charging will damage your phone. It may leads to hanging of your phone.

Because your mobile has to charge and discharge simultaneously which creates burden on the processor and makes the phone to break down easily. 
Also, don't charge after the full charge because it makes the battery over charge.
